Preheat oven to 350°F. Cook the macaroni according to package directions. Meanwhile, steam the broccoli florets until crisp-tender, about 4-5 minutes.

In a saucepan, sauté the onion, ham, and red pepper in butter until the vegetables are tender. Sprinkle in the flour and stir until blended. Gradually whisk in the milk and bring to a boil, cooking and stirring for 2 minutes until thickened.
