Preheat oven to 350°F. Cook the tortellini according to package directions, adding the broccoli florets during the last 2 minutes of cooking; drain.

In a large skillet, cook the bacon over medium heat until crisp, stirring occasionally. Remove the bacon with a slotted spoon and drain on paper towels. Discard the bacon drippings, reserving 1 tablespoon in the pan.

Reduce the heat to medium-low and add the minced garlic to the reserved bacon drippings. Cook and stir for 1 minute. Stir in the flour, basil, salt, and pepper until blended; gradually whisk in the milk. Bring the mixture to a boil, stirring constantly, and cook for 3-5 minutes or until slightly thickened. Remove from heat.

Stir in 1/2 cup of the mozzarella cheese, 1/2 cup of the Parmesan cheese, and the lemon juice. Add the cooked tortellini and bacon; toss to combine.
