In a large bowl or dish, combine the flour, salt, and pepper. Add beef, a few pieces at a time, and toss to coat. In a Dutch oven, brown the beef in batches in the hot oil.

Stir in the water, beef bouillon, browning sauce (if using), onion salt, and garlic salt. Bring to a boil, then reduce heat, cover, and simmer for 1 hour.

Add the sliced carrots and onion wedges. Cover and simmer for 10-15 minutes longer, or until the vegetables are tender. Stir in the drained green beans.

For the dumplings, combine the biscuit mix and shredded cheddar cheese. Stir in enough milk to form a soft dough. Drop the dough by tablespoonfuls onto the simmering stew. Cover and simmer for 10-12 minutes (do not lift the cover) or until a toothpick inserted into a dumpling comes out clean. Serve the stew with the cheesy dumplings immediately.
