In a 1-pint jar or container with a tight-fitting lid, layer the first nine ingredients in the order listed. Wrap the pasta in a small piece of plastic wrap and add it to the jar. Seal the jar tightly and store it in a cool, dry place for up to 3 months.

In a Dutch oven, cook the ground beef over medium heat until no longer pink, then drain. Add the water, diced tomatoes, and the soup mix from the jar. Bring the mixture to a boil, then reduce the heat, cover, and simmer for 45 minutes.
