Combine the bread flour, sugar, nonfat dry milk powder, and salt in a bowl. Store the mix in a resealable plastic bag.

To make the rolls, place the water in the bread machine pan. Add the roll mix, butter, and yeast. Select the dough setting and let the machine knead the dough. After the cycle is complete, punch down the dough and let it rest for 10 minutes.

Divide the dough into 12 equal portions and shape each into a ball. Place the rolls on a lightly greased baking sheet, cover, and let rise for 1 hour in a warm place.
