In a large bowl, combine 3 cups of the bread flour, yeast, and salt. In a small saucepan, heat the milk, butter, and sugar to 120°F-130°F. Add the warm milk mixture to the dry ingredients and beat on medium speed for 2 minutes. Beat in the eggs until well combined. Gradually stir in the remaining flour to form a soft, sticky dough.

Turn the dough onto a lightly floured surface and knead for 6-8 minutes until smooth and elastic. Place the dough in a greased bowl, turning once to coat the top. Cover and let rise in a warm place until doubled in size, about 1 hour.

Punch down the risen dough. Turn it out onto a lightly floured surface and divide it into 24 equal portions. Shape each portion into a smooth ball. Place the rolls in a greased 13x9-inch baking pan. Cover and let rise in a warm place until almost doubled, about 1 hour. Bake at 375°F for 15-18 minutes until golden brown.
