Preheat the oven to 350°F. In a large skillet, cook the ground beef, onion, and garlic over medium heat until the beef is no longer pink and the onion is tender, about 10-12 minutes, breaking up the beef into crumbles. Drain the excess fat.

Transfer the beef mixture to a greased 13x9-inch baking dish. Sprinkle with the crumbled bacon and 1 cup of the shredded cheddar cheese. In a large bowl, whisk together the eggs, tomato paste, heavy cream, Worcestershire sauce, salt, and pepper until well combined. Pour the egg mixture over the beef mixture in the baking dish. Sprinkle the remaining 2 cups of shredded cheddar cheese on top.
