Preheat the oven to 450°F. In a saucepan, combine 1/2 cup blueberries, sugar, cornstarch, and lemon zest. Mash the mixture with a fork and cook over low heat, stirring, until thickened, about 1-2 minutes. Remove from heat and stir in the butter and remaining 1-1/2 cups blueberries.

On a lightly floured surface, roll out the puff pastry sheets into 12-inch squares. Cut each sheet into four squares.

Place 3 tablespoons of the blueberry filling in the center of each puff pastry square. Fold the pastry diagonally in half and crimp the edges to seal. Place the turnovers on an ungreased baking sheet. Whisk the egg and water together and brush the tops of the turnovers.

Bake the turnovers until golden brown, 12 to 15 minutes. In a small bowl, whisk the confectioners' sugar and milk to make a glaze. Drizzle the glaze over the warm turnovers. Serve the turnovers warm or at room temperature.
