Preheat oven to 350°F. Cook the penne pasta according to package directions. Meanwhile, in a large saucepan, heat the oil over medium heat. Add the chicken, onion, peppers, and seasonings; sauté until the chicken is no longer pink, about 5-7 minutes. Add the garlic and cook for 1 minute longer.

In a blender, pulse the diced tomatoes and tomato paste until blended. Add the tomato mixture to the chicken mixture. Stir in the chicken broth and bring to a boil over medium-high heat. Reduce the heat, cover, and simmer until slightly thickened, about 10-15 minutes.

Drain the cooked pasta and toss it with the chicken mixture. Spoon half of the mixture into a greased 2-quart baking dish. Sprinkle with half of the mozzarella and Romano cheeses. Repeat the layers.
