Preheat oven to 400°F. In a large bowl, combine the flour, sugar, baking soda, baking powder, salt, and cinnamon. In a separate bowl, whisk together the eggs, pumpkin, and canola oil. Fold the wet ingredients into the dry ingredients just until combined, being careful not to overmix.

In a medium bowl, beat the cream cheese, 1/2 cup sugar, 1 egg, and 1 tablespoon flour until smooth. Scoop the cream cheese mixture by the tablespoonful into the center of each muffin cup, then top with the remaining pumpkin batter.

In a small bowl, mix the chopped pecans, 1/3 cup brown sugar, and 2 tablespoons sour cream. Spoon the pecan praline topping over the muffin batter. Bake for 15-18 minutes, or until a toothpick inserted into the center comes out clean. Allow the muffins to cool for 5 minutes before removing them from the pan. Serve warm.
