Preheat oven to 375°F. Toss the fresh or frozen blackberries with sugar, cornstarch, and lime zest in a large bowl. Transfer the berry mixture to a greased 9-inch square baking dish.

In a separate bowl, combine the all-purpose flour, 2 tablespoons of sugar, baking powder, salt, and baking soda. Cut in the cold butter until the mixture resembles coarse crumbs. Gradually add the sour cream and heavy cream, mixing with a fork until a dough ball forms.
