Preheat the oven to 375°F. In a large bowl, combine the flour, oats, 1 cup of sugar, and baking soda. Cut in the cold butter until the mixture resembles coarse crumbs. Reserve 2 cups of the crumb mixture for the topping. Press the remaining crumb mixture into a greased 13x9-inch baking pan.
