Line a 13x9-inch baking pan with foil and grease the foil. Butter the sides of a large heavy saucepan. Add the cubed butter, sugar, water, and corn syrup. Cook and stir over medium heat until the mixture turns golden brown and reaches 300°F on a candy thermometer (hard crack stage).

Remove from heat and stir in the 1/3 cup chopped hazelnuts. Pour the toffee mixture into the prepared pan, spreading it evenly. Allow to cool at room temperature for about 1 hour.

In a microwave, melt the chocolate chips, stirring until smooth. Spread the melted chocolate evenly over the toffee layer. Sprinkle the 1/2 cup chopped hazelnuts over the top, pressing them gently into the chocolate.
