Preheat oven to 350°F. In a large bowl, combine the oats, brown sugar, flour, melted butter, baking soda, and salt until crumbly. Sprinkle 1 cup of the oat mixture into a greased 13x9-inch baking pan, but do not press down.

Bake the crust for 10 minutes. In a small saucepan, cook and stir the caramels and milk over medium heat until the caramels are melted and smooth.
