Preheat oven to 400°F. Scrub and pierce the potatoes. Rub with oil if desired. Bake until tender, 50-75 minutes. Once cool enough to handle, cut each potato in half lengthwise and scoop out the pulp, leaving a thin shell. Reduce oven temperature to 375°F.

In a small skillet, sauté the green onions in 1/4 cup of the butter until tender. In a large bowl, mash the potato pulp. Stir in the sautéed onions, half-and-half, sour cream, salt, and white pepper. Fold in the shredded cheddar cheese. Stuff the mixture back into the potato shells.

Place the stuffed potatoes on a baking sheet. Melt the remaining butter and drizzle it over the potatoes. Sprinkle with paprika. Bake until heated through, about 20 minutes.
