In a large skillet, cook the ground beef, onion, green pepper, and garlic over medium heat until the meat is no longer pink. Drain the excess fat.

Add the refried beans, shredded cheddar cheese, and taco sauce to the skillet. Cook and stir until the cheese is melted, about 5 minutes. Remove from heat.

Spoon about 1/3 cup of the beef mixture off-center on each flour tortilla. Fold up the edge nearest the filling, then fold in the sides and roll up the tortilla to form a chimichanga. Secure with a toothpick.

In a large skillet, fry the chimichangas, folded side down, in hot vegetable oil for 2-3 minutes or until lightly browned. Flip and cook for an additional 2-3 minutes until golden brown.
