In a large skillet, cook the ground beef and Italian sausage with the onion and garlic over medium-high heat until no longer pink, about 7-9 minutes. Crumble the meat and drain any excess fat. Spoon the cooked meat mixture over the cabbage in the slow cooker. Pour the tomato mixture over the top.
