In a large bowl, cream the butter-flavored shortening, peanut butter, 1-1/2 cups sugar, and brown sugar until light and fluffy. Add the eggs one at a time, beating well after each addition.

In a separate bowl, combine the dry ingredients - flour, baking soda, baking powder, and salt. Gradually add the dry mixture to the creamed mixture and mix well. Chill the dough for at least 1 hour.

Preheat the oven to 350°F. Scoop 4 teaspoons of dough and wrap it around each Milk Dud, completely enclosing the candy. Roll the dough balls in the remaining sugar and place them 2 inches apart on ungreased baking sheets.
