Soak the bulgur in boiling water for 30 minutes until most of the liquid is absorbed. Drain and squeeze dry.

In a large saucepan, sauté the chopped green peppers and onion in oil until tender. Stir in the prepared bulgur, tomato juice, beans, diced tomatoes, tomato sauce, water, chili powder, minced garlic, cumin, and cayenne. Bring to a boil, then reduce heat and simmer for 20-25 minutes until heated through.
