In a large bowl, whisk together the all-purpose flour, whole wheat flour, brown sugar, baking powder, salt, baking soda, and spices. In a separate bowl, whisk the eggs, melted butter, and cooled cider. Stir the wet ingredients into the dry ingredients just until combined (the dough will be sticky). Cover and refrigerate for 1 hour.
