Preheat oven to 400°F. In a 10-inch cast-iron or other oven-safe skillet, melt the butter over medium-high heat. Add the chopped potatoes and cook, stirring occasionally, until golden brown and tender, about 10 minutes. Stir in the minced parsley, garlic, salt, and pepper.

Using the back of a spoon, create 4 wells in the potato mixture. Crack 2 eggs into each well. Bake in the preheated oven until the egg whites are completely set and the yolks begin to thicken but are still runny, 9-11 minutes.

Remove the skillet from the oven and sprinkle the shredded cheddar cheese over the top. Return to the oven and bake until the cheese is melted, about 1 minute.
