Preheat the oven to 375°F. Cook the macaroni according to package directions, adding the broccoli florets during the last 3-4 minutes of cooking. Drain the macaroni and broccoli mixture and set aside.

In a large saucepan, melt the butter over medium heat. Whisk in the flour, garlic powder, onion powder, pepper, and salt until smooth. Gradually pour in the evaporated milk, whisking constantly. Bring the mixture to a boil and cook, stirring, until thickened, about 2 minutes. Remove from heat and stir in 2 cups of the shredded cheddar cheese.

Grease a 13x9-inch baking dish. Layer half of the macaroni and broccoli mixture in the prepared dish. Top with half of the cheese sauce. Repeat the layers. Sprinkle the crushed cornbread crackers and the remaining 1/2 cup of shredded cheddar cheese over the top.
