Preheat oven to 350°F. In a large skillet, cook the ground beef with onion powder, 1/2 teaspoon salt, garlic powder, sage, and pepper flakes over medium heat for 6-8 minutes, or until no longer pink. Crumble the beef and drain any excess fat. Stir in the thawed and drained spinach. Remove from heat.

Spread the frozen hash brown potatoes in a greased 13x9-inch baking dish. Top with the seasoned ground beef mixture. In a large bowl, whisk the eggs, ricotta cheese, milk, black pepper, and the remaining 1 teaspoon of salt. Pour the egg mixture over the potato and beef layers. Sprinkle the shredded cheese on top, then top with the halved grape tomatoes.
