In a large Dutch oven, cook the ground beef over medium heat until no longer pink, then drain the excess fat. Return the beef to the pan and add the refried beans, shredded cheese, enchilada sauce, water, chopped onion, chili powder, garlic powder, dried oregano, and salt. Bring the mixture to a boil, then reduce the heat and simmer for 10 minutes, stirring occasionally, until the flavors are well combined.

Spoon about 1/2 cup of the beef and bean filling onto the center of each warm tortilla. Fold the sides of the tortilla over the filling and then roll it up tightly to form a burrito. Serve the burritos with your desired toppings, such as additional shredded cheese, sour cream, shredded lettuce, chopped tomatoes, and sliced ripe olives.
