In a large saucepan, bring the water and finely chopped basil leaves to a boil. Remove from heat, cover, and let stand for 10 minutes. Strain the mixture, discarding the basil, and return the 3-2/3 cups of liquid to the pan.

Stir in the pectin and, if desired, the green food coloring. Bring the mixture to a rolling boil over high heat. Stir in the sugar and continue boiling for 1 minute, stirring constantly.

Remove the pan from the heat and skim off any foam. Ladle the hot jelly into sterilized half-pint jars, leaving a 1/4-inch headspace. Wipe the rims and center the lids on the jars, screwing on the bands until fingertip tight.

Place the jars in a canner filled with simmering water, ensuring they are completely submerged. Bring the water to a boil and process the jars for 15 minutes. Carefully remove the jars and allow them to cool completely.
