Preheat the oven to 375°F. Remove the tops and seeds from the bell peppers. In a large pot, bring 10 cups of water to a boil and cook the peppers for 5 minutes. Drain and set aside.

In a large skillet, cook the ground beef and onion over medium heat until the meat is no longer pink, about 5-7 minutes. Drain any excess fat.
