Preheat the oven to 350°F. Cook the egg noodles according to package instructions, then drain and set aside.

In a large skillet, cook the ground beef and onion over medium heat until the beef is browned and crumbled, about 5-7 minutes. Drain any excess fat, then stir in the tomato sauce, garlic powder, salt, and pepper.

In a large bowl, combine the cream cheese, cottage cheese, 1/2 cup Parmesan cheese, green onions, and green pepper.

Spread half of the cooked egg noodles in a greased 13x9-inch baking dish. Top with half of the beef mixture and half of the cheese mixture. Repeat the layers.
