Preheat oven to 350°F. Line a 13x9-inch baking pan with foil, letting ends extend up the sides, and grease the foil. In a small bowl, mix the flour and brown sugar, then cut in the cold butter until the mixture is crumbly. Press the mixture into the prepared pan and bake for 8-10 minutes, until lightly browned. Sprinkle the peanuts evenly over the crust.

In a small saucepan, melt the butterscotch chips, corn syrup, and 2 tablespoons of butter over medium heat, stirring until smooth. Drizzle the butterscotch mixture over the peanuts. Bake for 6-8 minutes longer, until the butterscotch is bubbly. Allow the bars to cool completely in the pan on a wire rack. Once cooled, lift the bars out of the pan using the foil and cut into 12 bars.
