Preheat oven to 350°F. In a bowl, combine the oats, flour, brown sugar, baking soda, and salt. Stir in the melted butter until well combined. Set aside 1 cup of the oat mixture for the topping. Press the remaining oat mixture into a greased 13x9-inch baking pan. Bake for 10 minutes or until lightly browned.
