In a large saucepan, bring water and bouillon to a boil. Add broccoli, reduce heat, cover and simmer for 3-4 minutes until crisp-tender. Drain, reserving 3/4 cup of the cooking liquid.

In another large saucepan, sauté the onion in butter until tender. Whisk in the flour until blended. Gradually add the milk and cheese, cooking over medium-low heat until thickened and the cheese is melted, stirring frequently. Stir in the cooked broccoli and the reserved cooking liquid.
