Preheat oven to 350°F. Place the peeled and cubed potatoes in a large pot, cover with water, and bring to a boil. Reduce heat and cook until tender, about 10-15 minutes. Drain the potatoes and transfer to a large bowl.

Add the butter, sour cream, salt, and pepper to the potatoes and beat until well blended. Beat in the heavy whipping cream. Stir in the shredded cheddar, Monterey Jack, and Parmesan cheeses, as well as the minced chives.

Remove the cover and sprinkle the top with the additional 1 cup of shredded cheddar cheese and the French-fried onions.
