In a small bowl, whisk together the vinegar, sugar, and salt. Whisk in the water, oil, poultry seasoning, and black pepper. Reserve 1/2 cup of the marinade for basting, then pour the remaining marinade into a large resealable plastic bag. Add the chicken pieces, seal the bag, and turn to coat. Refrigerate for 2-4 hours.

Preheat a grill to medium heat. Drain the chicken, discarding the marinade in the bag. Grill the chicken, covered, for 35-45 minutes, turning and basting occasionally with the reserved marinade, until the juices run clear.
